Ladies and Gentlemen from the Bujinkan,

Last Friday in the hombu, after a conversation between Hatsumi Soke and Ishizuka Dai-shihan where I was the witness and took part as well, the following conditions have been adopted by Ishizuka Dai-shihan on the strong request of Hatsumi Soke:

From this point going forward any student who wants to attend or practice in the dojo of Ishizuka Dai-shihan must have the following membership, which was already pronounced by Soke during his birthday.After a long conversation with both, hatsumi Soke and Ishizuka Dai-shihan, they told me to take care of it for Ishizuka Dai-shihan.

The membership card will be available only Onmitsukage.com. The price is 4000¥, 40$, 40€, for one year. Without this membership card the practice as well as the Dojo will not be permitted.

There will be an information form that must be filled out and submitted in January in order to obtain the membership card, especially for any student who will come to see Ishizuka Sensei in his dojo.

There will be no free passes or “my teacher is close with” type of phrases that will be tolerated and accepted.

Ishizuka Daishihan has also expressed and is deeply concerned about people who use his name for their dojo. He has asked to all the people who use his name for their dojo and teaching to stop this right away. As Aida San, Ogawa san and myself we do not use his name for our own dojo and class, no one should do it.

I will not explain in detail to anyone the reason of Ishizuka sensei’s moves or reasons. Things in the Bujinkan are/have beenchanging since quite a while now, and people who still have bad things to say about Ishizuka sensei should stop and question their own behavior and see how Hatsumi Soke and Ishizuka Daishihan goes together…

What do we know about the four people who actually founded Hogwarts? Enjoy these new illustrations of Godric Gryffindor, Helga Hufflepuff, Salazar Slytherin and Rowena Ravenclaw, and their stories.

According to Professor Binns, Godric, Helga, Salazar and Rowena ‘built this castle together, far from prying Muggle eyes’. For the most part, the four worked on creating Hogwarts in harmony, but it wasn’t long before Salazar Slytherin’s troubling views on the wizarding world caused an almighty rift.

But what of the founders’ individual stories?

Godric Gryffindor

‘Bold Gryffindor, from wild moor’ dwelled at Godric’s Hollow, the future home of many well-known Harry Potter characters, from Bathilda Bagshot to the Potters themselves.

Much like the Hogwarts house he founded, Gryffindor, Godricwas known for his bravery, and his skills as an accomplished dueller. He even had a special sword created for him by Ragnuk the First, the finest of the goblin silversmiths. The sword was ‘gleaming silver’ with ‘rubies the size of eggs’. The sword was so beautiful that Ragnuk tried to take it back, accusing Godric of stealing it. Thankfully, Godric was not one to be trifled with, and eventually took back what was his from the goblin community. This didn’t stop thegoblins creating a ‘fake myth’ of Gryffindor theft, however.

Legend has it that Godric was also the man who gave Hogwarts the Sorting Hat, a sentient piece of headwear that soon became the one to sort the school’s students into houses long after Godric and the other founders were gone. The hat contains the intelligence of all founders, so it can pass on their intuition on each Hogwarts student forever.

Godric will always be known for his accomplished skills in battle, and his fight against Mugglediscrimination in the wizarding world. In fact, it was a serious argument between Godric and Salazar that finally made the Slytherin founder leave Hogwarts. Godric was a man, certainly, ahead of his time.

Helga Hufflepuff

Helga, ‘from valley broad’, was the founder of the house which valued those that were ‘just and loyal’. According to the Sorting Hat, Helga vowed to ‘teach the lot’ – and didn’t judge certain students over others, no matter how much talent they had or what families they came from.

At Hogwarts, Hufflepuff was known for her talents in Charms, and used her remarkable skills for preparing food – a speciality of hers – to create splendid feasts that were enjoyed by all. Her talent would bring the whole school together in harmony.

Helga Hufflepuff’s fantastic recipes are still used in the Hogwarts kitchens to this day and her portrait can be found in the Hufflepuff common room, toasting her students with her golden cup. No wonder the Hogwarts feasts are always so triumphant and bountiful.

And as for that golden cup? Well, that very cup would be passed down to Helga’s descendants, eventually falling into the hands of one Hepzibah Smith, a ‘distantly descended’ witch with a penchant for possessing valuable trinkets. Unluckily for her, a young fellow called Tom Riddle was well aware of this, and once he had hold of it, Helga’s trusty cup engraved with a badger would become one of Lord Voldemort’s Horcruxes.

Salazar Slytherin

For many years, all was well among the four founders. Yet when shrewd Salazar Slytherin, ‘from fen’, suggested that only those from magical familiesdeserved to come to Hogwarts, his three friends stood against him.

Salazar Slytherin left the school. Before he did however, he built asecret room inside the castle with a great statue of himself and amonster inside that only he could control.

The chamber would remain a secret, until Salazar Slytherin’s heir came to Hogwarts, ready to finish his ancestor’s work. Slytherin also left behind agolden locket, which would become a treasured family heirloom, and eventually a Horcrux of Lord Voldemort too.

Despite his flaws, Salazar was a talented wizard, skilled inLegilemency and Parseltongue, and his twisted legacy and talents lived on through many members of his bloodline, specifically Lord Voldemort. Thankfully, his hostile nature towards Muggle-borns was something that not many of the wizarding community agreed with. And not all of Salazar’s legacy was bad. A very distant descendant of his, Isolt Sayre, would go on to findIlvermorny School, and Salazar’s wand would eventually be buried in the school’s grounds, turning into a snakewood tree with leaves with restorative powers.

Rowena Ravenclaw

Rowena Ravenclaw, ‘from glen’, was the most brilliant witch of her time, but her story is one of tragedy. Known for her wit and love of learning, she wore adiadem that was said to grant wisdom to the wearer.

However, Rowena’s own daughter grew jealous of her mother’s incredible intelligence.Helena Ravenclaw stole her mother’s diadem and ran away, a fact that Rowena kept hidden from her fellow founders even when she fell ill.

Desperate to see her daughter one last time, Rowena sent a man to bring Helena home. Unfortunately, that man was theBloody Baron, who was head over heels with Helena, and stabbed her in a rage when she refused to come home. After Helena was tragically killed, legend tells us that Rowena Ravenclaw died of a broken heart. No wonder Helena’s ghost, that became Ravenclaw’s house ghost, would often roam the corridors in silence.

The New York City Police Department Auxiliary Police is a volunteer reserve police force which is a subdivision of the Patrol Services Bureau of the New York City Police Department. Auxiliary Police Officers assist the NYPD with uniformed patrols, providing traffic control, crowd control, and other major events.

Auxiliary Patrol and Police VehiclesEdit

New York City Police Department Highway Patrol Auxiliary RMP.

Patrol is one of the most important duties Auxiliary officers can perform. Various types of patrols are possible within different precincts. Almost all precincts perform foot patrol. Other types of patrol include:

  • RMP (Auxiliary Police Car) – cars are painted white with light blue decals.
  • Van (15 passenger; Used for routine patrol and officer transport) – vans are painted white with light blue decals.
  • Bicycle[23]
  • Police Golf Cart (only used in Manhattan’s Central Park Precinct)

In most cases, Auxiliary Police vehicles are retired vehicles that were once used by regular officers. Once the vehicle attains a certain amount of mileage, it is taken out of service and is either redecaled and given to a command for the Auxiliary Police, or is sold. Auxiliary Highway Patrol RMPs are retired RMPs previously used by regular Highway Patrol officers. Most commands only have one Auxiliary vehicle, but some have 2 or more. The number of Auxiliary vehicles per command is based on how many Auxiliary officers are working there and how many extra vehicles the NYPD has available. It should also be noted that older Auxiliary vehicles are painted either dark blue or black with white decals in contrast to the vehicles used by regular officers, which are white with light blue decals. In 2008, the NYPD changed the paint and decal color of Auxiliary vehicles to white with light blue decals in order to look like vehicles used by regular officers and as an economy measure to save money by not having to repaint the vehicles.[24]

Officers wishing to operate a bicycle, RMP, or van need special training before they are allowed to operate them. Training is done by the Police Academy Driver Training Unit (PADT) which is located at Floyd Bennett Field in Brooklyn. The golf cart, which is special to the Central Park Precinct, also requires special training to operate.[25]

Auxiliary Police officers are not issued, and are not permitted to carry firearms while on duty, even if otherwise authorized/licensed to carry when off-duty. Seven officers have been killed in the line of duty.

Risks are involved, On March 14, 2007, two Auxiliary Police officers—Eugene Marshalik and Nicholas Pekearo—were killed in a shootout in Greenwich Village.[26]

Up until March 26, 2007, the NYPD did not issue or subsidize ballistic vests to Auxiliary officers. But after the shootings of Pekearo and Marshalik, Mayor Michael R. Bloomberg and Commissioner Raymond W. Kelly asked the New York City Council to earmark more than 3.3 million dollars to provide all Auxiliary Police officers with Level IIIA Vests, the same used by full-time officers. On March 27, 2007, the City Council approved this bill, which had all Auxiliary officers equipped with vests. Since then, in 2010, funding for vest for Auxiliary Police Officers has run out of the NYPD City Budget. Every Police Precinct, Housing Police Service Area and Transit District has a pool of ”loaner” vest for new Auxiliary Police Officers to use while on patrol. Afterwards, they are returned and secured by the Auxiliary Coordinator.[27]

RepresentationEdit

New York City Auxiliary Police Officers of all ranks have been represented since 1965 by the Auxiliary Police Benevolent Association of the City of New York (APBA).[28] While Auxiliary Police Officers are not full-time employees of the NYPD, they face many of the issues regular Police Officers face regarding working conditions, including safety, disciplinary actions, and uniform allowance reimbursement. Membership is voluntary.

ControversyEdit

Currently, there is controversy over benefits afforded to Auxiliary Police. Under New York law stated above, Auxiliary Police are trained ”peace officers”, but do not have on- or off-duty status. In 2008, the federal government denied death benefits for the families of Auxiliary Police Officer’s Eugene Marshalik and Nicholas Pekearo, who were killed in the line of duty, due to their lack of peace officer status when they were killed. After an appeal, the federal government reversed their decision and approved their death benefits.[37]

  • Individual acts of extraordinary bravery intelligently performed in the line of duty at imminent and personal danger to life. Specifically, the Department Medal of Honor is awarded for acts of gallantry and valor performed with knowledge of the risk involved, above and beyond the call of duty. The Medal of Honor is intended only for regular Police Officers. It was awarded posthumously to Marshalik and Peakaro due to the extraordinary circumstances of their line of duty deaths. The Award of Valor is normally the highest decoration for bravery given to Auxiliary Police Officers.

Origins

The Magical Congress of the United States of America, known to American witches and wizards by the abbreviation MACUSA (commonly pronounced as: Mah – cooz – ah) was created in 1693, following the introduction of the International Statute of Wizarding Secrecy. Wizards worldwide had reached a tipping point, suspecting that they could lead freer and happier lives if they built an underground community that offered its own support and had its own structures. This feeling was particularly strong in America, due to the recent Salem Witch Trials.

MACUSA was modeled on the Wizards’ Council of Great Britain, which predated the Ministry of Magic. Representatives from magical communities all over North America were elected to MACUSA to create laws that both policed and protected American wizardkind.

MACUSA’s primary aim was to rid the continent of Scourers, corrupt wizards who had hunted their fellow magical beings for personal gain. MACUSA’s second great law enforcement challenge was the number of wizarding criminals who had fled to America from Europe and beyond, precisely because of the lack of organised law enforcement such as existed in their own countries.

The first President of MACUSA was Josiah Jackson, a warlike wizard who was voted into post by his fellow representatives because he was considered tough enough to deal with the difficulties of the post-Salem Witch Trials era.

In these first years, MACUSA had no fixed meeting place. Meetings were held in different locations to avoid No-Maj detection.

Law Enforcement

President Jackson’s immediate priority was to recruit and train Aurors. The names of the first dozen volunteers to train as Aurors in the US have a special place in United States’ wizarding history. There were so few of them, and the challenges they faced so great, that they knew they might be required to lay down their lives when they took the job. The descendants of these witches and wizards have been given particular respect in the US ever since. The original twelve were:

Of these twelve, only two survived into old age: Charity Wilkinson, who would become MACUSA’s third President, and Theodard Fontaine, whose direct descendant Agilbert is the present day Headmaster of Ilvermorny School of Witchcraft and Wizardry. Also of note are Gondulphus Graves, whose family remains influential in American wizarding politics, and Abraham Potter, whose distant relationship to the famous Harry Potter would be uncovered by eager genealogists centuries later.

Challenges

America remained one of the most hostile environments for magical people, mainly because of Scourer descendants who had vanished permanently into the No-Maj community and who kept suspicion of magic alive. Unlike most Western countries, there was no cooperation between the No-Maj government and MACUSA.

Initially, an enchanted edifice was created in the Appalachian Mountains as MACUSA headquarters, but over time this became an inconveniently remote location, especially as wizards, like No-Majs, were increasingly congregating in cities.

In 1760, MACUSA relocated to Williamsburg, Virginia, home of the flamboyant President Thornton Harkaway. Among many other interests, President Harkaway is credited with breeding Crups – dogs that closely resemble Jack Russells, apart from the forked tail. The Crup’s devotion to wizards is only surpassed by its aggression towards non-magical people. Unfortunately, President Harkaway’s pack savaged several local No-Majs, who afterwards were only able to bark for a period of 48 hours. This breach of the Statute of Secrecy led to Harkaway leaving office in disgrace. (It might not be coincidence that Williamsburg was the first city in the US to have a dedicated psychiatric hospital. Sightings of odd happenings around President Harkaway’s residence might account for the admission of No-Majs who were, in fact, perfectly sane.)

MACUSA relocated to Baltimore, where President Able Fleming had his home, but the outbreak of the Revolutionary War, followed by the arrival of the No-Maj Congress in the city, made MACUSA understandably nervous and they departed for Washington.

It was in Washington that President Elizabeth McGilliguddy presided over the infamous ‘Country or Kind?’ debate of 1777. Thousands of witches and wizards from all over America descended upon MACUSA to attend this extraordinary meeting, for which the Great Meeting Chamber had to be magically enlarged. The issue for discussion was: did the magical community owe their highest allegiance to the country in which they had made their homes, or to the global underground wizarding community? Were they morally obliged to join American No-Majs in their fight for liberation from the British Muggles? Or was this, simply put, not their fight?

The arguments for and against intervention were protracted and the fight became vicious. Pro-interventionists argued that they might be able to save lives; anti-interventionists that wizards risked their own security by revealing themselves in battle. Messengers were sent to the Ministry of Magic in London to ask whether they intended to fight. A four-word message returned: ‘Sitting this one out.’ McGilliguddy’s famous response was even shorter: ‘Mind you do.’ While officially the American witches and wizards did not engage in battle, unofficially there were many instances of intervention to protect No-Maj neighbours and the wizarding community celebrated Independence Day along with the rest of American society – although not necessarily alongside them.

One of the most significant American magical laws was created in 1790, when MACUSA approved an edict to enforce total segregation of the wizarding and No-Maj communities. Rappaport’s Law, named after then-President Emily Rappaport, was created as a result of one of the worst breaches of the International Statute of Secrecy ever known, a breach in which the daughter of Rappaport’s Keeper of Treasure and Dragots and a Scourer descendant almost exposed the existence of magic worldwide. With the passing of Rappaport’s Law, intermarriage and even friendship between wizards and No-Majs became illegal in the United States.

MACUSA’s base remained in Washington until 1892, when an unforeseen uprising of the Sasquatch population caused another security breach. Historians place the blame for the rebellion on Irene Kneedander, Head of the Body for Protection of Magical Species (Humanoid), whose interpretation of her job title had involved attacking any Sasquatch that ‘stepped out of line.’ The arrival in Washington of the Sasquatch necessitated mass Obliviations and extensive repairs to headquarters.

MACUSA needed a new refuge, and over the course of several years, wizards infiltrated the construction team of a new building in New York. By the time the Woolworth Building was completed it could both house No-Majs and – if activated by the correct spells – transform into a space for wizards. The only outer mark of the MACUSA’s new secret location was the owl carved over the entrance.

As with most other magical governing bodies, the Department of Magical Law Enforcement is the largest department in MACUSA.

Rappaport’s Law was still in operation in the 1920s and several offices in MACUSA had no counterpart in the Ministry of Magic; for example, a sub-division dealing with No-Maj Fraternisation and an office issuing and verifying wand permits, which everyone, citizen and visitor, was supposed to carry within the States.

A significant difference between the wizarding governments of the United States and the UK of this time was the penalty for serious crime. Whereas British witches and wizards were sent to Azkaban, the worst criminals in America were executed.

In the 1920s the President of MACUSA was Seraphina Picquery from Savannah. The Department of Magical Law Enforcement was headed by Percival Graves, a well-respected descendant of one of the original twelve American Aurors.

Yew wands are among the rarer kinds, and their ideal matches are likewise unusual, and occasionally notorious. The wand of yew is reputed to endow its possessor with the power of life and death, which might, of course, be said of all wands; and yet yew retains a particularly dark and fearsome reputation in the spheres of duelling and all curses. However, it is untrue to say (as those unlearned in wandlore often do) that those who use yew wands are more likely to be attracted to the Dark Arts than another. The witch or wizard best suited to a yew wand might equally prove a fierce protector of others. Wands hewn from these most long-lived trees have been found in the possession of heroes quite as often as of villains. Where wizards have been buried with wands of yew, the wand generally sprouts into a tree guarding the dead owner’s grave. What is certain, in my experience, is that the yew wand never chooses either a mediocre or a timid owner.

Unicorn

Unicorn hair generally produces the most consistent magic, and is least subject to fluctuations and blockages. Wands with unicorn cores are generally the most difficult to turn to the Dark Arts. They are the most faithful of all wands, and usually remain strongly attached to their first owner, irrespective of whether he or she was an accomplished witch or wizard. Minor disadvantages of unicorn hair are that they do not make the most powerful wands (although the wand wood may compensate) and that they are prone to melancholy if seriously mishandled, meaning that the hair may ‘die’ and need replacing.

Most wands will be in the range of between nine and fourteen inches. While I have sold extremely short wands (eight inches and under) and very long wands (over fifteen inches), these are exceptionally rare. In the latter case, a physical peculiarity demanded the excessive wand length. However, abnormally short wands usually select those in whose character something is lacking, rather than because they are physically undersized (many small witches and wizards are chosen by longer wands).

The Aegis Shield and the Quantum Capsule

My sources at Visur and IQTech-East just shared some interesting news with me.

At Visur, the technology being used to power the highly desired ‘AXA Shield’ has been ported to a new XM object called the ‘Aegis Shield.’ Aegis Shields will replace AXAs in Portal Network Deployment at this time. AXA Portals will likely disconnect from the global Portal Network at some point in the near future. Currently I have no intel on any changes to the functionality of the Aegis Shield.

Over at IQTech-East, Akira’s people have acquired the ground-breaking technology that laid the basis for the ‘MUFG Capsule,’ and will now be distributing it through the Portal Network as the ‘Quantum Capsule.’ The MUFG Portal Subnetwork is expected to go offline within the coming days.

Will keep you posted if I hear more.
